Mines in Other than Assault/Defend Scenarios

I just finished GB vs Malayan Terrs scenario, meeting engagement where the terrs deployed some mines. I lost a Staghound to one. Is that a bug, or does that mean that the AI will deploy mines when it can. If so, it makes the Bush and Border Wars much more realistic. The terrs used mines constantly.
