For a modern example, as a firefighter I recently drove our rescue unit in full emergency response mode on a paved road through our city during a period of very light traffic. Top speed never exceeded 40 km/h due to pavement heaving due to spring frost conditions. Vehicle speed is based entirely on conditions at the time and has nothing to do with published specs of any sort from any source. On that same day I am quite sure my off-road speed would have been much faster and the ride would have been infinitely more comfortable!

Im not pretending this is in any way an exhaustive list just showing why I think Tariffs sites speeds seems credible to me.

This site does give quite a few cross country speeds.

From this site Ive noticed that the maximum speeds also vary considerably according to references see for example

So maybe the same process that was used to origionally pick between the various maximum speeds could also be used to choose between the various cross country speeds. It might be safe to assume that the higher maximum speeds match with the higher cross country speeds.

If enough rough speeds can be found for the main vehicles then perhaps it might be acceptable to guess the cross country speeds for rare vehicles by comparing them with similar vehicles with known cross country speed.
Looking at the various models of panzer IV and panzer III it seems that as each model gets slightly heavier so the cross country speed decreases. Probably also important are Horse power, and to a lesser extent gearbox but also I think type of running gear.

I have already said there is NO chance we are going to tear apart the game or hunt down the "cross country" speeds for the 3000+ units in the game this would affect. What part of that didn't you understand ? How the games vehicle "speed" is determined and presented is NOT going to be changed . Do you savvy "NOT" Chuck? Changing over "speed" to a "cross country speed" is NOT going to happen. Not now, not ever. As Marek_Tucan noted the wwiitanks.co site shows the ....." M3 Halftrack (or more precisely M3 75mm GMC) cross-country speed stated at 35mph, which is ca. 56kph." 56 kph = 18.66 hexes in the game which contradicts your tarrif info.
