LA Mictlan can build underwater PD, but not underwater forts.

LA Mictlan gets underwater PD. They do not get the ability to make castles though.

LA Mictlan is a bit confusing with the underwater stuff. It would be nice to be able to at least recruit the unit that it uses for the underwater defence.
