Unfortunately, random events cannot be modded. So the answer is no

Although, Illuminated One created a scripting framework here that could potentially be used to do some limited random event type scripting. Wouldn't be the same as the in-game events though.

AFAIK, no one has used this, other than Illuminated One's proof of concept mod.
