Quickness + Missile Weapon with Slow Rate of Fire

Do Boots of Quickness increase the rate at which a commander can fire one of the slower rate crossbows that normally would fire only once every 2 or 3 turns?

The answer is yes.

Furthermore, ammo is consumed as per the new rate.
