Air superiority ?

I've modified Leabnon OOB into Hizbollah OOB. However I have a small problem - I want to have Hizbollah using UAV, incliuding armed UAV. They were actually launched three UAV against Israel in the last conflict.
The problem is I have never seen Hizbollah/Lebanon using air strikes/spotters. Is the problem Israel total air superiority? Can it be modified? Or it's jsut luck, and Lebanon is having chance to use air strikes/spotters agains Israel in modern times?
I'm also wondering, if changing UAV class to gunship would make it's appearence more likely.
