Ulm Black Forest Wolves

I am about 10 turns into a B.F. Ulm SP game, and no sign of wolves yet. Do you need to summon the VC first to start getting them?

The wolf-herder has a seperate command to "summon allies" where it says things like patrol, defend, move

Slightly OT: I have a fondness for the Wolfherd. They're not the most powerful units, but I just get a kick out of them.
