German OOB016, unit 678 Geb Jg VB

German OOB016, unit 678 Geb Jg VB seems to be a very poor Arty spotter when compared to the other Forward Observer units.
It can assign arty but has Inf/Art/Arm Command values similar to ordinary infantry units rather then Forward Observer.

Not sure if that's on purpose or by mistake. I searched the forum but couldn't find a reference on it.
