DirectX error on starting the game

I built a new pc but I can't get Land of Legends to run on it. I get this error: There was a problem initializing graphics. Your video card may not support Direct3D.

I have the latest directX and drivers installed on a fresh windows XP. I have no problems running other games on it.

I have an ATI X1900XT and a Intel core 2 duo (that should do it

)
