To give more detail on this: Usually (maybe always), it's safe to divide up a spell's effects into units according to the stats they effect (so that Summon Earthpower is two units put together, +4 reinvigoration and +1 earth skill; and Elemental Fortitude is three units put together, +50 fire +50 cold and +50 shock), and then assume that the units are applied separately and independently of one another, and that they stack if they're different and don't stack if they're not different. You can forget about the main spell effects; just think about these smaller effects they're made up of. So the cheap spells that give casters +100 elemental resistance do stack with Elemental Fortitude (leading to 150 resistance), because 100 is different from 50, but the fire component of Elemental Fortitude does not stack with Warriors of Muspelheim, because the per-unit effects "look" the same. Iron Will and Resist Magic look like they have the same effect, so they don't stack. Army of Gold's fire component does not stack with Elemental Fortitude's fire component, but its shock-vulnerability component does stack with Elemental Fortitude's shock-resistance component (leaving -25 resistance), again because the two bonuses look different. This may or may not be how the actual program code works (more likely it compares the effects by some hidden ID, not by their stat bonuses), but it seems to be a good rule of thumb. Unless I'm forgetting some obscure detail that contradicts it, which is easy to do in this game.

And yes, as Excist says, bonuses from items do stack with other stuff. Except when you try to put the same kind of item on one commander twice--that usually won't provide a bonus twice. (Exception to the exception: The physical-combat aspects of weapons and armor, sometimes at least. A commander wielding two frost brands won't get the frost-resistance bonus twice, but I think he will get the defense bonus twice, and when he attacks, his enemies will be hit by two weapons, and then they'll probably be hit by two small frost explosions... maybe. Probably? Also two Bracers of Protection do stack.)
