Default Attacking with scounts ettiquette

I have a question concerning attacking with scouts in multiplayer games. Often I see a big enemy army approaching and I'd like to get a better idea what's in it, so attacking with a scout seems like a good idea. But scout attacks can derail army movements which is understandably discouraged in multiplayer games. So what is the right way around this?

Attacking with a scout doesn't block movement if it attacks the province you are currently in (so no move attack) sadly this makes it hard to scout the enemy (as that enemy has then already moved). The right way around this is to let the enemy take one province. sadly.

So if the scout attacks the current province, will that be resolved before or after other movements? And will it interfere with other movements?

If his troops are just piling up at a focal point, I'd be satisfied with the chance of getting intel if he happens not to move that turn -- as long as it doesn't interfere with his movement if he does decide to move.

If it attacks the current province it will not interfere with movement, but it will only trigger after movement is done. (Unless you also teleport in a combatant in the magic phase, but that is kinda useless , as then the combat occurs in the magic phase (even if your cast is a unaligned monster)).
