You can never see a planet's facilities, either in combat or using Long Range Scanners. The only way you can find out (besides asking) is to use intel operations.

I agree that Phased Polaron beams seem to be the most effective weapon over most of the game. I wonder if they should have been designed more like the fighter PPB, which is not very good on damage...

I'd recommend David Brin's trilogies of the Uplift War. I enjoyed the first trilogy more than the second, but really the only disappointment of the second one was aspects of the ending of the story.
