I have only seen similar behavior when there is no population left on the planet. Did you manually select the planet as the target in tactical combat? Also try using the sector view to re-arrange...

Yeah, same situation with me. I have all of their bases, ships, fighters, etc. destroyed and all planets blockaded and they still won't give up.

CK, be a little carefull. Fighters are super powerfull in ground combat. Make sure the AI holds some back otherwise we will devise some tactics to strip out a planet's fighters right before landing...

How easily they surrender depends on their racial traits. Some surrender more easily than others and some won't surrender at all. The prerequisite though is to destroy all of their armed ships,...

I think that is correct. IIRC in SEIV a basic Colony ship with a colonizer and 1 Cargo component holds 34M colonists. The same configuration in SEV holds at least twice that much so it is possible...
