Quick question on underwater cold aura

Does anyone recall if it works underwater? How about poison cloud? I'm sure it has been answered but I'm too lazy to search for it.

Question Use of Haste

Does haste affect the number of attacks like quickness or only movement? Is it a self inflicted fatigue drain only used mainly in specialized back row flying attacks? Curious were others have used...

Of the six MP games I've played, this is the best paced thus far. I'm enjoying playing Ulm despite a couple big blunders already:doh:. Good luck all.

Question Higher province number moves first?

Seem to recall a post that mentioned that higher numbered provinces move before lower ones (given identical situations). Let me know if I have it wrong or backwards.
