Page 8 says that having unrest &gt; 100% makes it impossible to recruit. In my case, unrest was &lt; 10%. I've never seen this problem come up before, so I don't believe that unrest below 100% creates...

Unrest was &lt;10. I was unaware that unrest keeps you from recruiting. Is that stated in the manual somewhere? I can't seem to find it.
