Because Afterburners only work in Tactical Combat. They provide zip for Strategic (map) movement. That is why they are "0" form Map and "4" for combat.

Ya, I agree with you. I'm not sure why that is a shock for people aswell. Although I know most people like short, fast type games for SE, I personally like to take time for strategy and develope...
