I haven't looked into the data files, but is it possible to define a new damage type for the weapon, and then add something to all components (maybe just hulls?) that "reflect" some of the damage...

You can mine with up to 3 satellites or one ship. If the asteroid is above 150%, it is reduced to that level after the first turn of mining (seems like a bug to me)

Drones can definitely fire seekers in stock - I have tried a drone carrier stocked with large drones loaded with missiles. Seemed to work great in combats where the enemy did not have enough point...
