How do i allow other physical forms to other nations?

I'm wondering where do i have to look to allow new physical forms to diferent nations, specially with mods like novadeus, where some very interesting pretender options could be better put on other...

I don't really know what i'm doing wrong, mainly because the mapedit.pdf doesn't actually what the hell is wrong. I can't make any provinces in my map, i have the .tga, but when i load the map in map...
