Is Aran BUGged?

It looks like I can't recruit any units at all in province 52 on the map Aran. Not soldiers or leaders. I don't have many resources per turn, but I do have enough to recruit something. Yet, no matter what is in the queue, nothing will recruit on the following turn.

Anyone else had this problem?

Screenshot? I presume you've already checked that unrest is not above 100, but maybe we can spot something you've overlooked.

Sometimes, if there are castles in the adjacent square, it will show you as having resources, but you do not. try destroying a nearby castle and i bet your problem is solved.
