[Need Help] Transports

I've tried (Making scripts at times) to make the transports deploy population on minister control but they always get stuck on a planet with full population and then they say that the planet is full yet they don't even move to another planet.

I thought the new patch would fix this problem but if you guys can help me out that would be nice.
