Messing around with the Neutrals' files

I have this problem. I want to decrease the Political Savvy-ness of a race so that it has more points to put in other places and it seems that I can not use values below 100.

When I do it wipes all the other characteristics clean except for advanced characteristics like Crystaline tech or Organic tech.

If anyone can verify this I would appreciate it. I believe it might be a bug.

That was definitly a problem previously, but it was supposed to be one of the things fixed in the Last patch. I have not had a chance to test it yet though.

Are you on ver 1.35?

I'm running v1.35 and seems to not be fixed yet. I guess I'll have to wait for the next patch.
