 My Laptop is  4k 3840 x 2400, does that help?
 
 And yes have played both games on it happily.

Do you have any issue with the font size at that resolution ?
 
Is the menu screen about the same size when you view it or is it smaller ?
 
How big is your lap top screen? That may be critical to how well ( or not ) you view it.... I'm never going to run it on a laptop. When I upgrade to win11 I am thinking to upgrade to a 27" monitor from 21" so how the game looks on a 27" monitor ( or larger ) is what I am after for info, but your set-up is relevant too.
 
What I am concerned with is if the menu screen like that encyclopedia screen gets really tiny on a larger monitor at higher resolutions or does it maintain the same ratio as I see it on a 21"  @ 1920 X 1080
 
Basically, do I get more map area with a 3840 x 2160 4K display and does that encyclopedia screen get smaller or stay about the same?

 I have a MSI Raider Laptop 18 Inch monitor 4k 3840 x 2400. Windows 11   
Looks pretty much like you would expect and very similar to your pic. The only slight moan is that it doesnt quite fill my desktop leaving a small strip visible to the right of the screen (the Blue strip of this forum in this case)
 
 SORRY - I realised I have my screen set 200% scale above... Set to 100% i get a lot more map real estate but a VERY small interface:
   
But on this screen size its hard to see ANYTHING in almost any program!

 If you have the room, you might want to consider  a 32'  Monitor.
 
When I'm doing my work to include "game work ", I find it much easier to do so. 
 
I also enjoy playing the game much better than the other monitors I've owned in the past. And since I set all my units up it makes it go a little faster  as well.

  |  32" sounds interesting but 27" -28" would be my limit unless I buy a larger computer desk then figure out how to make  the larger one fit......... which is more aggravation than I want. I'm pushing my limit with 27". I have a 21" (diagonal) now. There is room to spare but a 32" with the existing space would mean using the printer or the scanner would be a PITA reaching around a 32" monitor |

 My set up right now only allows me 100% / 125% / 150% / 175\%............no 200%

 SPACE isn't as limitless as we would wish at times!?!   
This just FYI  and I have an ASUS TUF 32" VG32VQ1B w/HDR 10 @ 165Hz/1ms Curved Monitor  and is referred to as a QHD or 2K  at 4 million total pixels vice 8 million for 4k.
Scales: 100/125/150/175/200/225. Resolution: 2560 X 1440. 
Not sure if I am allowed  to link to the monitor on the ASUS  website in here so, I'll just say it's there if someone wants to take a look.
 
However, it is a significant leap  from HD or Full HD. 
 
This might be the "sweet spot " for most and at the time I bought it one of the Top 3 gaming monitors overall  in the year it was released.
 
Never had ANY ISSUES  in the numerous uses of this monitor.
