AI, Defend Thyself (mine question)

Is there any way to prod the AI to use mines defensively around a planet? Anytime I make them, they just apparently sit in planetary cargo warehouses until a minelayer takes them away.

Is this something that requires an enemy to attack, and then they will be launched?
