That one does, yes. Some other racial weapons don't, shard cannon, for example, only skips armor.

The other weapons that skip shields are the "delayed reload" weapons, like those of the crystal and psychic races. And, of course, the null-space and weapon overloading technologies, now that engine-destroyers have to penetrate the shields.
