Multiple computer systems

There are two types of computer systems: those that increase something for one planet and those that increase something for an entire system. First, if I have 3 of the research +30% computer systems on a planet, are they cumulative? Next, the same question for system wide computer systems. It lets me build more then one on a single planet, and more then one in the same system.

Currently the computers are cumulative, as ar factories. Someone here said that factories will not be cumulative in the next patch, but I don't know if that means computers as well.

Also, the facilities will says whether they are cumulative of not in the next patch, so it will be more clear.
