				 A.I. Absolutely will not surrender! 
 I have an AI (Sergetti) down to one planet with 300M in populations, no other units or planets.
 His score is 4,400 and mine is 138,000.  I have his planet blockaded with 5 ships, and have demanded his surrender for 15 turns, and he wont!
 
 Any suggestions?  I really need his Ice Colonization tech.

 Do some kind of extremely small scale bombardment (with a frigate with one weapon, for example)to whittle them down until the population ratio triggers his (actually, Queen Triana's) surrender.
 Check for sure that they did not colonize any moons (pesty buggers).
 
 Concurrently continue to grow your score as well.
 
 Also, if you have not already, you may also wish to propose a trade (your colonization tech for theirs); they have a good chance of accepting this, even at war.

 Good idea about trading.  I could trade him all my techs for his Ice Colonization.  Then I'll nuke him before he can use any.

 It must be very early in the game. The minimum score is the number of Tech levels times 200 plus the automatic 600 in resources so he must have only 19 Tech levels. 
 
In any case, IIRC, the Sergetti require 50 times their score to surrender. This means you will have to have a score of 220,000. Population ratio has nothing to do with it, and you cannot get his tech by conquering his homeworld. Trading, however, should be very easy if you offer him all the starting techs for his colonization tech (except that he probably doesn't like you).     |

 If I land troops and conquer him, do I get the techs?
 I had done that once and I could not see where I got the tech.  Do I need to "analyze" or something after I take them?

 Krakenup's right about this -- no technology is given for capturing a colony, even if it's the Last one -- this ain't MOO2.  OTOH, if you can capture ships, you can analyze those.

 Does not population affect score?  Sure it does.
 Well then, to be more specific, careful (small scale) bombardment will reduce an opponent's score (by destroying facilities, population, or whatever), and will get you to the ratio needed faster than building up your score.
 
 I have used this strategy, and it works.
