 About the only way to do this is to 'tinker' with the ships that go into a fleet.  Attack fleets include carriers, attack ships, boarding ships, kamikaze ships..(defense fleets only have defense ships)...So since most people don't use the boarding/kamikaze ships then just leave the ship name as is but change all the internal values (weapons etc) and give them a set size (ie, make a small warship with max 400kt or 300kt)etc.  Then attack fleets will include this design..make sure to alter the Construct Vehicles txt file so that some of these 'new' boarding/kamikaze ships are built...hope this helps some...
