Is there a component that does this...

I'm wonder if there is any component that you can put on one ship that will give all other ships with it in combat a bonus??

Use the Sector-wide abilities from storms for that.
The cloaking effect is used by devnull monsters, IIRC. The shield effects were tried by someone a long time ago, etc.

I think someone experimented with the religous shrine ability on ships and got it to work. Unfortunatly that works for every ship in the system, not just the fleet.

Assuming that works, wouldn't it also impart the bonus to any enemy ships in the sector? If so that kind of defeats the purpose.

Yes, Fyron did what you mentioned Geo for Adamant. But as you said, the ability would then be system-wide.
