 No, it improves the planetary conditions. Planetary conditions in turn have an effect on the reproductive rate of your population.

 It is the text under 'Conditions' when you select a planet. It varies from 'Deadly' to 'Optimal' and you get a Log message when it reaches the maximum value (the picture is one of a rainbow       )

 The game will tell you once the conditions have reached the best level. I haven't found them to have much use though, as it only alters reproduction, and rather slowly at that. (The worst the conditions are, the slowest it will go, as it effectively multiplies rather than add) 
 If I do want to give my Empire a nice boost, I would much rather build Atmospher Converters, as the effect of these facilities is much more marked. But obviously, it is only if I am patient enough to wait for thirty turns before the atmosphere is changed.

	I was playing yesterday, and it seemed to me that on some planets I had 2 atmosphere converters, and they were converted faster than other planets.  Is this true?  Can multiple converters and climate control facilities on one planet produce results quicker?Quote:
