Replacement needed for Networks

Viable empire in a quiet part of the galaxy. This empire is in the bottom half of the pack but is in no danger. The game is at about turn 115.

This is a good chance to turn a lacklustre empire into a power. The opportunity is there... just don't let the AI play with it too much. Get in now!
