Help my ships won't attack

I'm having a problem. My ships won't attack the units of one of my enemies. I see him (he is cloaked but I have Hyperoptics III on one of the ships in the fleet) and can target him but combat never starts. First I said to myself "Self . . . I bet that Warlord Shade is cloaked"
then I discovered that was not the case. Then I said "Self . . . check to
see if he has the strategy firing options set to ' don't fire on ships with
no weapons ' and alas that idea burned in the pit too.
If anyone has an idea I'm all ears

Is it not initiating combat?

Or is it just running away?

perhaps your weapons cannot target his units?

we are closing with them and remaining in the same space but no combat happens. I've tried with some fighters with projectile cannons and a battle cruiser with anti-proton beams. I've tried on 2 different types of ships neither of which is armed

I assume you are at war with them?
Perhaps the units were gifted to one of your allies,and just look like enemies?

If you have a treaty higher than Non-Interaction, they aren't your "enemy", and you can't attack them.

If you can give a ship the Sentry (hotkey Y) order, and it doesn't immediately clear in a sequential game, or on your next turn in a simultaneous game, they're allied ships.

But if they aren't enemies they shouldn't even go into combat mode, now they go to conmbat mode but don't close, just sits there for 30 turns.
Have I understood the problem?
What strategies have you tried for your ships/fleets?

Since you can't get into the same combat square without ramming, I take this to mean that they are sharing a system sector, and are not getting into the combat mode/window.

There also won't be a combat if your own ships are cloaked, and they can't see yours.

DOH!...my ally had captured them the turn before and they both have the same race icon...I had to open his turn to figure it out...thanks for all the suggestions guys
