I forget what menu it is, but you can see what facs are producing but NOT "getting it to the empire" when parentheses appear around the value.

That would be colonies menu, reached by clicking the little dome icon on the system menu bar.

While you're there, see which planets are giving you the resources you need, then check that they are adequately defended.

Ah, so many uses.

Do research points also need a spaceport to be donated to your empire? Or are they automaticly given to your empire?

And what about intel points? Do they need a spaceport?

They need a space port (as you first thought).
