 Does any one here know where I can get free topological maps from?
 Preferably by state, zip, or city name? I googled it, but all I get is Topo.com and that is a pay site. The rest are not much better.

 Yes, been there.     That is the USFS topological center.  You can get free topo maps there, but they suck in quality.
 
And does any one here still play SC4rh?  I did Last night and found that if you put one way roads next to train tracks, they look more like light rail, which is something the game needs.

 You can view USGS maps at this site:http://terraserver.homeadvisor.msn.com/ 
You can also download the file, but the quality isn't great.
 
Depending where you want the map, you may be able to find a site at one of the state universities where you can download scanned USGS maps.  For instance, the University of Kansas has a site.  [This site is not generally advertised, and I have not been able to find it with a google search, but was given the information from another engineer.]  If you call the university in your state, you may be able to get the info for their site.  If you want the Kansas info, let me know.
 
There are also lots of companies who will sell you the USGS information, some in digital format. |

 Many counties or cities also have GIS systems.  Some of the information they might have are contours, aerial photos, plats, property lines, utilities, etc. 
For example, Johnson County Kansas has this site:

If you are Subscribed to the system, you can also get all of this information in CAD format.
