 The EEE are Friendly, while the Jraenar are Aggressive IIRC. That will also influence it. Also, if you're much stronger than the enemy, you'll be more likely to elicit a peace offering from them and getting them to accept an offered treaty is easier.

 Blueentity, the Mega Evil Empire setting can be turned off in Settings.txt, which may be a good idea if you're going for the victory condition "Peace for X years"

 Or, if you want a somewhat hard game, you can leave it ON and try to win by "Peace for X years"..... Would add to the level of difficulty of the game.

 To increase your chances of peace you need to remove items that makes them angry such as colonies/ships in their claimed space, destroying their ships, or try and buy them off with gifts if they'll except.  Depending on the AI you have, this may help. |

 You've got to set the "turns before last war before friendly treaty" to zero in the AIs politics settings file to get it to make peace. I'm not sure how it actually works, but since there's no way to end a war without a 'friendly treaty'...
