Victory Conditions ? and Suggestion

Are victory conditions "and" or "or"? For example, if I set victory conditions to 1,000,000 points and 50% of tech, does either need to be fulfilled or both for the game to end?

SUGGESTION: Future Versions of SE4 should allow you to choose either. They should also allow multi-alliance (partnerships) to count as single players for purposes of victory conditions if you specify this before the game starts.

I think only one victory conditions is an "and" - the one defining how many years before the other victory conditions take place. I like your idea or combining multiple victory conditions. But what I would really like to see is the default for these victory conditions set in the settings.txt file. I HATE having to change the default settings in every game. I would also like an easier way to define AI oponents, like a box on the first screen that you check for AI when you pick the empire, or change the default, so that every other empire after the first one defaults to AI and not player controlled. I HATE having to go into each empire file and set to computer controlled and then save. I would also like the abilitiy to define the starting location for Neutral empires for scenario development.
