I would caution against using a single source for making statements about SAM capabilities. Recently I gave a look to some russian and french short range SAMs for an iraqi mod I am doing. The specs often varied wildly from source to source. Part of the problem is that while ATGMs have some relatively clear benchmarks (penetration against RHA) SAM performances are more complicated to evaluate.

500-5000m is what indeed I settled for the SA-13, although one source said 7000m. In some others cases is far less clear.

That is precisely the sort of things I am trying to correct. Believe me it is rather difficult for several weapons.
