 If you're going to be building a lab and temple in that province anyway go for it. If not though, it's a pretty steep price for a 10% chance at the path you want.
 I tryed that with the death tribe (no idea which one) and ended up horribly regretting it. Just couldn't get that lucky pick I was hoping for.

 Negative. I just got the researchers. Those guys are N1 10% chance at D1. I was dropping 100 gold a turn on 3 research. Not bad, but I could have spent the money better elsewhere.
 But still, they were my chance at starting up some death magic so...

 Hobbit mages (horticulturalists) are N1 + 20%E, and they only need a lab, no temple is required.  They're even allowed to wear boots!    
Manuk you are right, the Bears have N1 + 10%E, but they need both a lab and a temple.
 
You can stick a thistle mace on any of the N1 shamen to make them more useful, or in an emergency 10 shamen casting Tangle Vines or Swarm can be a big help.
 
BigDis, I think if you have no death, it's worth it to try to get the wolf tribe shamen, mainly because Dark Knowledge only requires a D1 caster.  Dark Knowledge can find you a Necro site, and then you're really off to the races.  Maybe if you've got Acashic Record it's not a good plan.  But otherwise as soon as you finally get your D1 Wolf Shaman, then just pop up a fort and start building your regular mages.

 Yeah, I'd much search for my primary paths with mages/searching spells, and leave my minor paths for when/if I cast Strands of Arcane Power. You usually get enough incidental gems from the primary path sites to fuel a certain amount of fun even in your minor paths.

 Even though I just argued against bear tribes cause of my bad luck, sometimes things just work I guess.In a MP game I just got done building a temple and lab to recruit these guys cause I don't have access to nature magic either. First one had death on it.
