Actually, I think it looks more like a review. Notice how they indicate which operating systems the game is for, a link to the publisher website, and all that: If it were a tutorial, it would already be implicit that you knew who made the game and where to get it, and wouldn't have a need for top-page link to the publisher.

The images look too discontinuous to be a straight tutorial: One image displays creation, another one has jumped forward some 10-20 turns and is displaying something else, in a very short span of page. That looks more like the kind of screenshotting pattern you'd see in a review. Also, there's a link leading to what is clearly an index of more, unrelated games.

Then there's the front page of that site. I think it's actually some sort of gaming site, rather like MegaGames or Gamespy, which would highly suggest that this is some sort of review.
