Allow multiple happiness modifiers to stack together. Purpose: allows things like Forced Labor Camps and Forced Breeding Facilities to lower happiness. A UPC would offset the penalty somewhat. Currently, a UPC completely nullifies it.
Allow negative happiness modifiers from facilities to cause anger and riots. Currently, negative modifiers lower happiness level to Indifferent and then stop.
Allow negative population growth modifiers to work. Purpose: an Inquisition facility. Increases happiness in conquered territory very rapidly (8-10%, instead of 3%, and only takes a turn to build), at the cost of a few (100) million dissidents.
