Yes you can! In a campaign, you can use the attach to new leader command if I'm not wrong.

You can cross attach formations not individual units so if you have a weapons platoon you can only re-attach the whole formation to another leader. You cannot divide up the mortars to one leader, the MG's to another and attach the ATGM's to a third formation
