Scenario: Question about Scenario #343 and arty overload

The artillery overload is applied to the German player (player #2) - who has 35% of his points spent on artillery. He is the defender so penalties apply for overspend. An attacker has no penalty applied in the assault.

There could be differences if the designer played about with the scenario editor, say switching from assault to delay and back again perhaps. We have no intention of editing third parties scenarios however.
