It’s fine to play with the rebel flag however if Croatia OOB is available could be worth looking at, very similar because of the situation for future reference.
If you want balanced forces for player vs player, Croatia, Serbia,Yugoslavia is as close as it gets, experince is only mildly different to.
These OOBs worth looking in encyclopaedia as first unit is a placeholder giving some info on which forces are available.
