Its obviously some language from the russian region but its not russian and not ukrainian. I still can understand about 50% of the written. First it points out to "Romulan Empire", and Lord Merlin used to visit on old SE.org forums and i *think* on old Ladder and Ora forums, too.

From the general text i can presume it is kind of advertisement for SE4 - he's saying to go to the home site of the game or to the thread with the Important Links. Says this game is great strategy and stuff.
