I am talking about a new facility (not unit) which can shoot at enemy ships/seekers/fighters/etc.
The highest level could have an unlimited number of shots, if you want it to make a big difference from a weapon platform.

The most recent estimate I've found of how long planets take to form is 10-30M years. It would have to be a rare event like Planet or Star Destroyed, at SE IV's timescale.
