What about neutral drones? Can they warp to attack distant planets/ships?

No... Anything and everything that a neutral builds stays in the system it was built in. It cannot go out of that system due to it being hard coded in.

I've seen neutrals move ships out of their home system, but only after their home system has taken heavy damage or their homeworld has been terminated. I don't know if it's a bug or what. I do know that those lone ships never make it that far

Are you sure about the drones?

The Neutral_AI_Settings.txt file has these 2 lines that seem to indicate that drones can warp:

Maximum Anti-Ship Drone Target System Distance := 5
Maximum Anti-Planet Drone Target System Distance := 5

I'm not sure, but I think all &ltraceName&gt_AI_Settings.txt files have to include those lines, regardless of whether the race even uses drones.

This might be change to request for the next Version of Space Empires then.

When a (neutral) player is changed from computer Ai to human player the warp limitations are removed. Or have it moved to a yes/no switch in settings.txt

I like to include 1-3 neutral or AI empires in any game I am running to provide for new players or replacement empire for a player who gets knocked out early. This would be a great tool for that.
