You cna construct in a storm. I lost some fighters from my cloaked ships once. I just headed to a nearby nebulae and started building new ones.

LOL!! So, you can do all kinds of horrible stuff to an AI race, and to make everything fresh and new again you just cut yourself off from them for a turn?
