Look for TDM 2.xx. I think that is the Last Version for non-Gold SE4.

In the PBW file library are a lot of mods, some for 1.49. Hit the "Show all Versions" button cause some times they have a newer revision that is for gold and you can't see the older one.

Pirates and Nomads mod Versions 1.x and 2.x are for SE4 classic (3.x are for gold).
P&N can make for quite a challenging game as a Pirate race, especially against TDM AIs.
