Some folks call this a "5X" game. The 5th X is for "eX-wife". So be careful.
Never trust the ministers. There are times when you dont' want to upgrade a facility right away. You might need that planet to be doing something else in a turn or two. Upgrading facilties on a homeworld could take 5 turns.

If you go to the Construction Queues menu (F7, the Wrench Icon)
There is an "Upgrade Facilities" button next to the close button.
It will add upgrades to the queues of all applicable planets, and even convert facilities-in-progress to the highest available tech.

AI in SE Demo is very poor. When you get full Version and install TDM mod, you will see fleets of 30+ battleships
