Cannot colonize Ice worlds?

i can think of two possibilities.
1. do you have can only colonize home world type activated in settings. (when you started game)
2. do you have an ice planet colonization component on the ship or one of the other types.

I think you have built a colonny ship with a rock planet colony component instead of a ice planet colony component. Have a look at the design screen...

I still make this mistake even after playing SEIV for 2 years ! Sometimes I think I would be better off with Design minister ON

Two others to watch out for:
Sending Colony Ships with no population on board
Building ships with no engines.
