Both the Starliner Module and Colony Development techs just keep goign without greying out to show they are maxed out.

For starliner modules you need to research cargo in parallel. You probably don't want to advance too quickly in colonial dev because it makes upgrading cities hideously expensive. Better to research it slowly to control your upgrade options.

But if you do want to race on to metropolis and arcology, research construction and industry in parallel.
